Climate Smart Cities Assessment Framework (CSCAF 2.0) launched
On 11th September 2020, Union Minister of State for Housing and Urban Affairs (I/C), Shri Hardeep Singh Puri launched the Climate Smart Cities Assessment Framework (CSCAF) 2.0. The objective of CSCAF is to provide a clear roadmap for cities towards combating Climate Change while planning and implementing their actions, including investments.
Background:
In the last decade, the National Institute of Urban Affairs (NIUA) has associated with over 100 cities and has closely worked with over 25 cities in climate related project implementation and technical assistance. As a way forward to mainstream learnings from various projects and to mainstream climate action in Indian cities, NIUA with support from the Ministry of Housing and Urban Affairs (MoHUA) has established the Climate Centre for Cities.
The Government of India has eight missions under the National Action Plan on Climate Change (NAPCC) to address the impact of climate change. The National Mission on Sustainable Habitat is one of the 8 climate missions and aligning to the National Mission on Sustainable Habitat, the Smart Cities Mission under the Ministry of Housing and Urban Affairs (MoHUA) launched “Climate Smart Cities Assessment Framework” in February 2019.
Based on a background study of internal climate assessment models and frameworks along with consultation with several organizations and city representatives, the CSCAF 1.0 was formulated . This framework was first-of-its-kind city assessment framework on climate relevant parameters, including those of the recently launched National Clean Air Programme. MoHUA aims to conduct the assessment on an annual basis.
Climate Smart Cities assessment framework 2.0
The Climate Smart Cities assessment framework 2.0 is broadly categorised into 5 sectors with 28 indicators. Each of these indicators have a maximum of 5 levels representing different stage of development each with a corresponding weightage. The 5 categories are:
- (i) Energy and Green Buildings,
- (ii) Urban Planning, Green Cover and Biodiversity,
- (iii) Mobility and Air Quality,
- (iv) Water Management and
- (v) Waste Management
The Climate Centre for Cities under National Institute of Urban Affairs (NIUA) is supporting MoHUA in implementation of CSCAF.
Assessment Titles for Cities
Based on the score received by the cities, the cities shall be given the corresponding titles.
